Professor of the Department of Signal Theory and Communications at the University of Vigo and Professor of the Department of Signal Theory and Communications at the University of Vigo. He has been president of the R&D Sectorial Commission and of the European Space working group of the Conference of Rectors of Spanish Universities (CRUE). He is a participant in the scientific committee, organiser of 15 international conferences and reviewer for a dozen international publications in the field of telecommunications and bibliometrics. He is co-author of more than 70 articles and papers in international journals, books and conference proceedings in the field of statistical signal processing. In recent years he has focused his research efforts on comparative international education, a field in which he has published a dozen articles in international journals.
